ICAT has supported India in enhancing transparency in both mitigation and adaptation. The ICAT project focused on mitigation supported the implementation of India’s domestic MRV/transparency system in the Buildings Sector, Transport Sector and Renewable Energy Sector. The ICAT adaptation project strengthen the capacity to plan, implement, monitor, and evaluate adaptation actions, with a focus on agriculture, resulting in a national Monitoring, Evaluation, and Learning (MEL) Framework for tracking adaptation in the agricultural sector.

Overview
Assess the GHG and sustainable development impacts of India’s PM-KUSUM scheme using ICAT’s Renewable Energy Methodology and Sustainable Development Methodology, to determine how the scheme can contribute to India’s climate goals through decentralized solar energy while concurrently addressing national objectives for farmer income, energy security, and sustainable agriculture.
- Assess the ex-ante and ex-post GHG impacts of India’s PM-KUSUM scheme.
- Assess the broader sustainable development outcomes, including improvements in farmers’ income, energy access, and alignment with key Sustainable Development Goals.
- Evaluate how the assessment can support the design and refinement of policies and contribute to the updating and implementation of NDCs.
- Provide feedback on the ICAT methodology to identify areas for improvement.
