Regional Climate Action Transparency Hub for Central Asian States

The Regional Climate Action Transparency Hub for Central Asian States aims to enhance climate monitoring, reporting, and verification (MRV) systems for its member countries: Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan. As a result, national decision-makers, policymakers, investors and stakeholders will be in a better position to advance climate mitigation and adaptation actions and countries able to meet their reporting requirements under the Paris Agreement.

With enhanced MRV , governments will be able to:

  • Adequately support their national decision-making processes regarding climate policies and actions;
  • Reach out to investors and other stakeholders in implementing mitigation and adaptation actions; and
  • Meet their country’s transparency requirements, in particular those under the Paris Agreement.

The project is based on cooperation between ICAT, the Regional Environmental Center for Central Asia (CAREC), and the Greenhouse Gas Management Institute.

Focus Areas

Through a collaborative approach, the regional hub will focus on the following four key areas:

Organizational

The hub aims to address the needs and priorities of the member States. To do so, it will:

  • be empowered to build comprehensive MRV and transparency systems
  • facilitate exchange among experts and policymakers in the region.

Technical

Assisting Central Asian States to effectively participate in the Paris Agreement and to meet its enhanced transparency requirements is an important focus area. To achieve this, the project will:

  • host working groups, training, and peer-to-peer exchange activities
  • establish a center of regional expertise on climate action transparency
  • create a network of experts and officials of the participating Central Asian States.

Political

Working jointly with in-country and CAREC partners and regional experts, the project will:

  • generate data to inform policy making, so that the effectiveness of national climate policies are enhanced.
  • help to raise ambition and trust in climate policies
  • initiate and enhance regional dialogue and the exchange of experience through climate MRV training and the facilitation of regional knowledge exchange
  • support resource mobilization for climate action in Central Asia.

Environmental

The project aims to result in transformational impacts in the form of new and more effective climate policies that attract finance and deliver significant climate-resilience and sustainable development benefits, while contributing to the reduction of greenhouse gas emissions.

Governance

The Regional Environmental Centre for Central Asia (CAREC) hosts the Hub at the Centre in Almaty, Kazakhstan. 

The Hub Management Team is responsible for the selection and management of technical experts, setting up a community of practice, and building country ownership. This team is composed of the project manager in Almaty, an ICAT Secretariat member and a representative from the technical implementing partner. 

ICAT provides resources to fund the international technical implementing partner, core Hub personnel and regional experts, regional training and peer-to-peer exchange activities, as well as other technical work to support transparency efforts in the region.
