As the transition to a low-carbon economy requires deep transformations across all sectors and parts of society, it can only succeed with the support and active cooperation of all stakeholders. Building trust among stakeholders and the public requires transparency and accountability, which in turn requires effective processes for data collection and analysis.

Climate policies may contribute to positive or negative, intended or unintended impacts across social, economic, and environmental dimensions. These may further exacerbate (or reduce) existing social and economic inequities. As countries transition to low-carbon and climate resilient economies and pursue development pathways aligned with the 1.5°C Paris goal, this transition must be implemented in a manner that is just and inclusive. A just transition can help amend and avoid social, economic and environmental inequalities.
